Best EU-Hosted Web Analytics Software

Web analytics is where the most GDPR scrutiny lands, several EU regulators have ruled Google Analytics unlawful. The tools below are European-owned and host data strictly in the EU, and most are cookieless so you can drop the consent banner. This is the strict EU-hosted list; broader privacy-friendly options like Matomo are covered separately.

Our top pick is Plausible Analytics.

How we chose

  • Data hosted strictly in the EU (no global/US data flows)
  • European-owned and operated
  • Privacy-first by design, cookieless or consent-light where possible
  • Verified GDPR compliance with a DPA available

Plausible is the default recommendation here: open-source, cookieless and hosted in the EU (Estonia), with a script so light it barely touches page speed. For most teams replacing Google Analytics, it delivers the numbers that actually matter without a consent banner, which is exactly why it leads this list.

Pirsch is the pick for developers who want server-side accuracy. Piwik PRO is the enterprise option on this list. It pairs analytics with a built-in consent manager and tag manager in one EU-hosted (or private-cloud) suite, which suits regulated organisations and larger sites that need governance, granular data control and audit-ready compliance rather than a lightweight counter.

etracker is the most established German analytics suite on this list, and the only entry that has been independently tested and certified for GDPR and ePrivacy compliance rather than simply claiming it. It runs consent-free using a cookieless session-token method, and bundles consent and tag management alongside server-side tracking, the closest thing here to a full Google Analytics replacement for a German-speaking market.

7. Wide Angle Analytics

Wide Angle Analytics is built around a problem the lighter tools ignore: ad-blockers silently removing a chunk of your traffic from the numbers. The German company claims tracking of all visitors including blocked ones, without a cookie banner, with automatic IP anonymisation and no third-party data sharing. Data sits exclusively on European servers.

Frequently asked questions

Why is Google Analytics a GDPR problem?

GA transfers EU personal data to the US, which several European data protection authorities (Austria, France, Italy) have ruled unlawful under the Schrems II decision. EU-hosted analytics keep all data within the EU and avoid this entirely.

Where is Matomo or Fathom?

Matomo (New Zealand) and Fathom (Canada) are excellent privacy-first tools, but they aren't EU-owned or EU-hosted by default, so they're out of scope for this strict EU-hosted list. We cover them on the broader privacy-friendly analytics list.

Do these need a cookie consent banner?

Most of these are cookieless and collect no personal data, so in many cases you can remove the analytics cookie banner entirely. Always confirm against your specific configuration and legal advice.
